This week we feature Mireya Arroyo and Luis Acosta, married 2026 graduates from the Master of Legal Studies program who completed their education together. Each of them chose the MLS program to achieve individual career goals as a justice of the peace (Mireya) and a lobbyist (Luis).

Class of 2026: MLS Grads and Married Couple Mireya Arroyo and Luis Acosta Reflect on Shared Journey

When Mireya Arroyo and Luis Acosta decided to pursue their Master of Legal Studies (MLS) degrees at the University of Arizona, they brought more than ambition to the program — they brought each other. 


The married couple, both deeply rooted in public service, crossed the graduation stage together this spring, completing a degree that they say has strengthened their ability to approach their work with greater depth, responsibility and purpose.


Arroyo, born in Mexicali, Baja California, Mexico, serves as a justice of the peace for the Moon Valley Justice Court, while Acosta, born in Durango, Mexico, works as a lobbyist in Arizona. 


“We were both inspired to pursue the MLS degree because of our shared interest in understanding how law and public policy impact the communities we serve,” says Arroyo. “We see firsthand how decisions that affect people’s lives are shaped. We wanted to better understand those systems and be more prepared when making decisions in our respective roles.”


They chose the MLS program as it not only aligned with where they are in their careers but also allowed them the opportunity to continue working while pursuing a degree that was directly relevant to what they do. 


“It felt like a program built for people who are already involved in their communities and want to strengthen their understanding of the law in a practical way,” says Arroyo.

Recognizing Vicki Fleischer’s Contributions to U of A, College of Law

Many of you know Vicki Fleischer from her years of supporting Arizona Law, both during her time working closely with the College and through her leadership at the University of Arizona Foundation.


Earlier this month, Vicki retired after a remarkable 28-year career in higher education philanthropy, including 11 years as Senior Vice President at the U of A Foundation. We are grateful for her partnership, dedication and impact on Arizona Law and the broader University community. Thank you, Vicki!

Orbach Appointed as a Non-Governmental Advisor to the International Competition Network

Robert H. Mundheim Professor of Law and Business Barak Orbach was recently appointed by the Department of Justice’s Antitrust Division to serve as a Non-Governmental Advisor to the International Competition Network (ICN). ICN is a multilateral forum of more than 140 antitrust agencies from around the world. It develops best practices and recommendations for antitrust agencies through collaborative working groups.


In April, he attended an ICN conference in Prague on monopolization and enforcement trends. In addition to the working group discussions, Professor Orbach delivered remarks on trends in U.S. enforcement and the effects of AI on dominant firms in traditional industries.
